The plug-ins are network aware and will search the network to see if the serial key is in use on another computer on the network. If you have multiple Macs running the plug-ins, check the serial key on each to see the keys that are being used. They can be found here: InDesign > About Plug-ins > Cognitive > AdImport/Fido/Split & Folio. The plug-in splash screen shows the serial key in the upper right corner.

The serial key for each plug-in is stored in a .prf file located inside each plug-in folder inside the Plug-ins folder in the InDesign folder. So there is an AdImport.prf, a Fido.prf, and a Split & Folio.prf.
This is a user access privilege issue. The user needs to have READ:WRITE access to the InDesign folder. Access to contents of the InDesign folder on newer macOS version do not default to full privileges, so the serial key for the plug-in is not getting stored.
